It's the depth of the great lakes. Not sure if it's at it's deepest point or just a pre determined point in the lakes. It gives a more accurate reading than a shoreline reading so wind doesn't effect it so much. So it's about 2.5-3 foot down from average and 5.5-6 foot down from record highs.

Its a chart for lake Huron but that directly effects the sag bay levels.
