If you were to identify the qualities of the best bow for bowfishing, what would it be? Quick letoff? Size? What else?

PSE Wave H2O XL 35-50# .. Had one built last year and it the best bar none.
Most likely NO . You have to make sure your limb bolts are in far enough to hold safely.

Can a person take a oneida 50-70 lb draw weight and turn it down lower than that for bow fishing ?
Draw length is a factor. Some of our smallest shooters have a 22" draw and only shooting 25# can be a challenge to get enough penetration. There are some bowfishing arrows that are especially made for short draws. If you don't want to chop down your older shafts.
You might just want to continue saving your money for a rainy day bowfishing fund.
