Bowfishing Tournaments PA/NY

Hey I'm new to this forum, but I've noticed that there is a lack of tournaments in Western New York/ Northwestern Pennsylvania, I was wondering what it would take to get a few new tournaments going in my area, I've got a few Ideas on which waters would be ideal which are Chautauqua Lake, NY/ Chadakion River, NY----Allegheny Resivoir, NY/ Allegheny River, NY----Allegheny Resivoir, PA/ Allegheny River/PA, could have 2 separate tournaments on the Allegheny River Watershed, and Chautauqua Lake is starting to becoming overrun with carp, Only limited to one target species in NY, which is a slight downer, but PA would be nice because it's open to Catfish, Sucker, and Carp, just would like some input from some experienced tournament holders, and the nearby bowfisherman, I'm new to this sport but I'm hooked and think this area needs more bowfishing opportunities...

So more or less what steps would I have to take to make this happen? Any help would be greatly appreciated!!
