How do you find out what you can and can't harpoon out of lakes and streams?

I've been fined by the game warden before..wasn't hunting or fishing..a friggin hoot owl popped out of a ditch right in front of my 79 Ford Bronco while I was doing 35..

I stopped to pick the poor little thing up, so I could help it..BUSTED..well, busted by the cops breaking up a party that got rowdy..they called the game warden on me.

I know here in michigan we get a booklet about hunting or fishing. By harpooning you mean spearing then that would be located in a handbook, they usually have them by where you buy a license. Here in michigan I believe the spear must be fully underwater on anybody of water that is not closed to spearing/bowfishing or a designated trout stream

If you don't have a fishing guide, then I'd call your natural resources HQ and personally ask. They interpret things a lot different then most sportsmen.
